Digital voter registration and a hybrid election using a national digital ID
Papua New Guinea faces gaps in voter registration and election processes. Identity data remains fragmented. Voter rolls often contain duplicate or missing records. Remote communities struggle to access registration or update services. These gaps reduce trust in election results.
This use case proposes a hybrid election system. It integrates SevisPass Digital ID, the SevisDEx data exchange platform, and National ID (NID) with census data and eKYC processes. The system establishes verified voter identities across the entire voting population. The system integrates online authentication via SevisPass and offline voter registration by election agents.
This approach reduces duplicate and inflated rolls by linking identities through biometrics and probabilistic matching, creating single, verified voter records. It speeds up voter enrollment processes and reduces costs as it enables consent-based, auditable data exchange for eligibility checks. Further developing the manual paper-based election process can transition to electronic devices, such as voting machines.
