CoWIN (COVID-19 Vaccination) - Use of Aadhaar in vaccination registration
Digital ID is used as a primary identification method to book vaccination appointments and issue digital vaccination certificates. Launched in 2021 by the Ministry of Health and Family Welfare (MoHFW), the COVID-19 Vaccine Intelligence Network (CoWIN) is India’s digital platform that managed the world’s largest COVID-19 vaccination program. CoWIN enables citizens to register for vaccination, book appointments at nearby vaccination centers, and receive digital vaccination certificates. Beneficiaries can register with multiple forms of identification, such as Aadhaar, driving license, PAN card, passport, voter ID, pension passbook, NPR smart card, or other government-issued photo IDs.
Aadhaar served as the preferred and most widely used ID due to its universal coverage and instant verification capabilities. After the registration with Aadhaar or an alternative ID, beneficiaries receive SMS notifications for appointment confirmation and can walk into vaccination centers where their identity is verified against the registered details. Upon vaccination, the system instantly generates a digitally verifiable vaccination certificate that contains the beneficiary’s name, ID details, vaccine type, dose number, vaccination date, and a QR code for international verification. In total, more than 2.2 billion vaccination doses were administered through the CoWIN platform, which makes it one of the largest and fastest vaccination drives in human history.
The CoWIN-Aadhaar integration enabled India to achieve a massive vaccination scale. It provided real-time tracking of vaccine inventory and distribution across 1 million+ vaccination sessions, which prevented duplicate vaccinations through unique ID verification, and enabled beneficiaries to receive dose reminders through SMS to Aadhaar-linked mobile numbers. It generated internationally recognized digital vaccination certificates crucial for travel, facilitated transparent monitoring of vaccination coverage across demographics and geographies, and supported India’s successful COVID-19 response that achieved more than 90% adult population coverage with at least one dose.
