Access to agricultural subsidies by women farmers using the national digital ID

Women farmers in Morocco face barriers in subsidy access. Weak land records and low literacy limit participation. Systems often fail to recognize women’s ownership or rights to use the land. As a result, many eligible women do not receive benefits, and delivery lacks transparency.

The proposed platform links the national digital ID to land records for each parcel, which links the land to owners and female family members. It creates verified records of land-use rights. Women authenticate their identity through biometrics, either directly or with agent support.

After verification, women check schemes and initiate subsidy claims via USSD/SMS or service points. The system issues subsidies as digital entitlements. Women redeem them through approved cooperatives and a one-time password (OTP) linked to their national digital ID. This approach improves targeting, reduces leakage, and ensures secure access.
