Social safety net (cash transfer) program

Digital ID enables beneficiary verification in Tanzania's flagship social safety net program. The Productive Social Safety Net (PSSN), operational since 2012 and managed by the Tanzania Social Action Fund (TASAF) under the Ministry of Finance, uses NIN to verify beneficiaries who receive cash transfers and other social assistance. TASAF verifies beneficiary identities through the national identification number (NIN) against the National Identification Authority (NIDA) database to ensure transfers reach legitimate recipients and prevent fraud or duplicate enrollments. As of early 2025, PSSN has benefited around 1.37 million households, which cover about 5.2 million individuals. Each household receives between 35,000 and 43,000 TZS (~USD 15-19) per payment cycle. The program's second phase has a total allocation of approximately USD 883.3 million, funded by the World Bank/IDA, government contributions, and multiple development partners.
