National social safety net program (cash transfers)

Digital ID verifies beneficiary in Nigeria’s National Social Safety Net Program, coordinated by the National Social Safety-Nets Coordinating Office (NASSCO) under the Ministry of Humanitarian Affairs. The National Social Register (NSR), built in collaboration with the World Bank, serves as Nigeria’s official database of poor and vulnerable households and is being integrated with the national identification number (NIN) to improve data accuracy, eliminate duplication, and ensure cash transfers reach legitimate beneficiaries. As of August 2025, approximately 7.9 million households had been visited and 10.2 million NINs collected, of which NIMC (National Identity Management Commission) successfully validated 9.6 million. By August 2025, at least 8.1 million households had received one or more tranches of NGN 25,000 cash transfers, paid directly into beneficiaries’ bank accounts or mobile wallets following NIN validation.
