Enrollment in national health insurance

Digital ID verifies the identities of citizens during enrollment in health insurance and service access in Nigeria. The National Health Insurance Authority (NHIA) Act, enacted in 2022, requires individuals to provide a National Identification Number (NIN) to enroll in any NHIA health insurance plan. New customers must submit their NIN through the NHIA self-service enrollment portal launched in September 2025, which allows them to enroll, manage their details, and access health insurance services online through their NIN, email, or phone number. The mandatory NIN requirement has improved transparency, accountability, and the integrity of enrollment data, reduced fraudulent registrations, and eliminated duplicate accounts. As of November 2025, NHIA coverage reached approximately 21 million Nigerians. The government targets 44 million customers by 2030 as part of Nigeria’s Universal Health Coverage (UHC) strategy.
